MCDB Regulations
Maryland Medical Care Data Base (MCDB) Regulations (COMAR 10.25.06) establish appropriate methods for collecting and compiling Statewide data on selected health care services provided either under a Maryland contract or to Maryland residents by health care practitioners and facilities.

- Adopted as an Emergency Provision on January 9, 2014, and Permanent Regulations on March 17, 2014.
The implementation process included stakeholder engagement, informal comment review, presentation and discussion at Commission meetings, final regulation approval, and implementation.

Proposed Permanent Regulations
COMAR 10.25.06 to Collect Uncovered Services (Denials)
The Maryland Health Care Commission (MHCC) is releasing proposed updates to COMAR 10.25.06 for informal comment. The draft regulations would require payors to begin reporting denied claims data to Maryland’s Medical Care Data Base (MCDB) in 2027.
Collecting denied claims data will help support public health initiatives, improve insight into utilization management practices, and identify trends in routinely denied health services. Currently, 11 of the 25 states with All-Payer Claims Databases (APCDs) collect denied claims data.
