The Commission is seeking a methodologist to supports high priority policy and analysis initiatives of MHCC related to utilization, cost, and quality of health care services and the effectiveness of public health care programs.

The Maryland Health Care Commission (MHCC or Commission) is seeking a Methodologist. This position is located in the Maryland Health Care Commission’s Center for Analysis and Information Systems (CAIS) and supports high priority policy and analysis initiatives of MHCC related to utilization, cost, and quality of health care services and the effectiveness of public health care programs. The incumbent in this position should be both proficient in advanced applied statistics/econometrics methods and be knowledgeable about the health care system. This position requires the ability to work in a collaborative, team-based environment to address the analytic needs and strategic priorities of MHCC. The incumbent will do so by leading the development and implementation of research relevant to the priorities of MHCC, conferring with colleagues within the Center, across MHCC, and with agency partners external to MHCC, as applicable, to ensure such research proposals are contextually relevant and can produce results that will inform viable policy options. The incumbent is responsible for data collection and management, analysis, contractor quality control, preparation of reports and presentations conveying the findings of research, and engagement in strategic planning.

 

Research projects will involve querying and analysis of complex health care data such as health care utilization spending, and eligibility data from large databases such as an all-payer claims database or survey data on provider characteristics. The incumbent should have experience with data management and statistical analysis software and programming languages (e.g., SAS, SQL, Python, R), data visualization programs (e.g., Tableau, PowerBI, ArcGIS), and Microsoft applications (e.g., Excel, PowerPoint, Word), as well as advanced applied statistics techniques. The incumbent may engage in and support strategic planning activities addressing health care priorities for the State of Maryland, including coordinating with agency partners and participating in interagency workgroups, and developing reports leading to policy recommendations. The incumbent must be able to clearly convey, both verbally and in written products, background and context informing research and strategic planning activities, complex research findings and methodologies, policy analyses, and policy recommendations to audiences of varied technical expertise.
